They look identical and even use the same stock photo with that male model, except the newer one has a black background instead of white. Are they both supposed to be comic versions? If the 1st one (coming in august) is meant to be a movie version, I just don't see the difference or understand why it's $10 more.

Nah, there's a bit of a color difference. The first one you linked is a rerelease of the one released in 2016, with candy red, darkish blue, and silver to be like the MCU shield, while the new one has a brighter red and blue, and white instead of silver, to be more comic style.
