@Captain Nash - Going off your comments, I think three Spider-Man waves would work. They worked before. Toy Biz usually had three to four Spider-Man waves per year, especially in the '90s, and they always sold well. They also did what Hasbro isn't doing: make more than one of the same character a few years apart in a different suit. Like Toy Biz did Doctor Octopus various times - for the Animated Series line, then Web Wars, then Spider Power with the Skroce era likeness, and then the lab coat bendy tentacles version. With characters like Rogue, we've only had one Rogue figure made by Hasbro for their six-inch Marvel Legends line so far, but Toy Biz made several versions of her, from "X-Men: The Animated Series" to their Monster Armor series.

Three Spider-Man waves work because Spidey has so many versions of his villains, his allies and his own costume. We could easily see a first appearance/Steve Ditko suit Spidey, a Romita Sr. Spidey, Octo-Spidey, Web Armor Spidey, Spider-Hulk, Spider-Lizard, the Slinger identities, Amazing Bag Man, Spider-Man Unlimited -- and those are just the identities off the top of my head. They could even do Spinneret and Spiderling figures if they wanted to.

If Hasbro does lose the license, I just want to see all the missing characters from teams completed, like new figures for classic or green-and-yellow Wild Pack/Avengers era suit Sandman, classic Electro, classic Boomerang, classic or Sinister Syndicate era armored Rhino, "Superior Foes" Overdrive, etc. I'm repeating Sandman and Rhino because I prefer sold-separately figures and the Build-A-Figure lines usually have those one-or-two popular characters consistently sold out to make it impossible to find without resorting to Ebay or Amazon, or they were figures of characters nobody wanted to buy. Just because Hasbro has made a figure of a specific character before doesn't mean everyone was able to find/buy it the first time around. I'm still keeping my fingers crossed for new figures or re-releases for characters like 90s Cyclops (and yes, I know we're getting the three pack with the jacket, but it's not the same), 90s Rogue and red suit Daredevil.

I think the shelfwarming problem is mainly about which characters are sold in the which toyline. As we've seen, for the Warlock Build-A-Figure wave, the Sunfire and Dazzler figures shelfwarmed, where as 90s Jim Lee Cyclops clearly did not. For the Sandman Build-A-Figure wave, Green Goblin and Symbiote Spider-Man were figures I could never find, while Jackal and Miss Marvel were in every store I looked. Even Shocker sold out. And with the Kingpin wave this year being so underwhelming, I just want some A-list characters get made into long overdue figures while Hasbro has the chance to.
