I understand the lack of villains, because Figuarts is a Japanese-aimed brand, and typically sales of villains are minimal compared to hero characters. Ninja Turtles is the same way. The 4 turtles are done, so in Bandai's eyes, the brand is done. Yeah, they showed the villains as prototypes, but I think they were "proof of concept" not legitimate figures, since there was TONS of support for them. Even people who didn't collect Figuarts wanted them, because the Playmates Shredder and android Krang were horrible toys. Popularity was definitely not a factor in shelving them. Just like they shelved Vision of the MCU, and many others. Bandai just jumps around like crazy.
Storm Collectibles seems to do the same thing now.
I just think you're flat out wrong. I hardly see anyone posting pics of the SHF TMNT figures, 90%+ are using the NECA cartoon turtles on their shelves. What company in their right mind doesn't produce figures for lines that sell well?
Bandai is one of the biggest toy companies in the world for a reason, they know what sells and what to make.
