I mean, if there was a Batman costume with a eye mask, ripped black jeans and a T-shirt with a Batman logo, its possible that many would adopt it for cosplay. Its even possible that many would like it. That does not make it a good design though, right?

Perhaps to put it differently, you can always evaluate between designs comparatively at least. One design can be said to communicate a character better than a different design. In that sense, since Harley is supposed to be a Harlequin, you would expect that fact to be communicated (just like Joker should communicate that he is a clown/jester). The more clearly these truths are communicated, the better the design.

As an aside though, if you subscribe to a realist view rather than a nominalist/conceptualist view, then art does become an objective field. The Harley costume here would qualify under such a realist analysis as objectively ugly. But, that is outside of the scope of a toy forum for sure haha.
