I don't understand why Legends get somewhere around, what, 50 -60 new figures a year and for Star Wars we're lucky to get half of that.

I assume it's because the last 5ish years have not been great for Star Wars media, whether you love or hate the sequel trilogy. Probably hard to get retailers interested in carrying large waves of 3" figures and ships, or to dedicate shelf space to Black Series figures that aren't tentpole characters.
