You basically have the answer already. You have purchased multiples in other stores before, no one at that specific store could explain the matter at hand to you except outright say the manager was acting weird.

Since he first asked "How many?" before telling you that you could only have one when you wanted them all and then give you a random, coupled with the attitude he gave after you asked for them makes me think he wanted them for himself hoping no one would come in and buy them.

Regardless of what his intentions were, this is not normal. He's a racist piece of shit and I'm sorry that you had to go through this. I wish these figures were all as easily available as they are here in Europe. I feel dirty that I can order these with a few clicks at any online store that normally carries NECA-stuff.
