If the actual post broke off and you have a steady hand, you can you a micro hand drill to drill holes on the ends of both broken pieces. If the small peg is stuck in the shoulder or elbow, you will first need to heat the area up with a blow dryer and use a dental pick or similar to pick it out. You start the holes on the broken pieces by making an indentation with a hot pin, spinning an exacto knife, or poking with the end of a compass), then drill by hand or very slowly with a bit which has a diameter equal to or slightly smaller than a small paperclip's thickness. After drilling the holes, snip the needed length off of a small paperclip and glue it into both broken joint ends with superglue, which you can also add baking soda or baby powder to, to thicken it. Just yesterday I repaired my GI Joe brainwave scanner which had a broken arm restraint peg by using this method, then for what was probably overkill (the idiom, that is), I brushed on some UV Resin and put it under a nail lamp to cure it. This method also works if you want lightsaber hilts with detachable blades, just don't glue one end, of course.

If the part that wraps around the shoulder or elbow joint is the broken piece, it's a little tougher, and you will need to heat up the joint with a hair dryer and cut the internal peg holding it in place so you can take it out and examine whether there is enough material to make a paperclip reinforcement or if you will need to cast a new joint.
