There's 10 ultimates plus the exclusive with all the predators from the film given the ultimate treatment. That's the nine lost tribe this SDCC exclusive and one last ultimate. Given that we've not that long ago received an ultimate city hunter (with all the current features) it would be silly to give us another so soon, however, Randy's tweet seem to imply that the 10th ultimate is the battle damaged city hunter. With that im pretty much of the mind Harrigan is never going to happen just like Royce and pretty much most of the humans in the franchise.
