Hasbro owns Playskool (it's a subsidiary of Hasbro) and Playskool has made Sesame Street products, so then it stands to reason that Hasbro has access to the license. I think the main reason that project failed to meet its goal was really just because if you want a good Cookie Monster there are already some nice sizeable plush options out there.
