You had a good list but I snipped it to save on space and not repeating from my list.

Lady Deathstrike is the most necessary even though she has a figure, it was awful from the get go over 13 years ago and if the rumors are true, she'll be coming soon.

After that, from my own want list:
Morgan Le Fay - not very likely unfortunately
Deathbird - 50/50 she gets done
Moonstone (classic) - likely at some point
Crimson Cowl - I'm actually going to say a 50/50 shot on this one, but maybe that's because I really want her to get made.
Viper (redo, oddly enough I think the Madame Masque is a decent figure) - likely at some point
Titania - likely at some point but I've been saying that for years
Black Swan - not very likely
Proxima Midnight (comic) - the only MCU CoT that was different from the Black Order counterpart to warrant a separate figure IMO. Not very likely
Supergiant - not very likely
Umar - 50/50 she gets done with the Dr. Strange wave, if not, not very likely
Madelyne Pryor - not very likely
Sin - 50/50 shot depending on what look they go with
Spiral (redo) - likely at some point
Calypso - not very likely. I want her to get a figure but given her outfit...that's so not going to work at retail.
Callisto - likely at some point
Destiny - likely at some point
Karnilla - not very likely but you never know with the wave for the next Thor movie. Nah, even though, not very likely. Unfortunately
Superia - not very likely
Haven - will never ever happen. But one can dream
Black Mamba - not very likely, although as they're working through the Serpent Society I wouldn't say it's completely off the table.
Diamondback - likely at some point
Amelia Vought - not very likely but again I can dream.
Frenzy - not very likely
Unuscione - not very likely
And that's just the ones I actively want to get made.

Then you have the ones I'm not all that interested in but they're still out there. I doubt many would get made, but higher probability for the Serpent Society members, Spider-Man and X-Men foes (yes I'm really stretching here but making a quasi-comprehensive list): Nekra, Ana Kravinoff, Phantazia, Zaladane, Shriek, Ananconda, Asp, Volcana, Candra, Joystick, Quicksand, Iron Maiden, Man-Killer/Amazon, Gypsy Moth/Skein, Satana (mass release/redo), Alkehma, Nebula (comics), Vertigo, Arclight, Princess Python, Dragonfly, Lady Bullseye, Harpy, Cassandra Nova, Sat-Yr9, and Llrya. And that's just the ones I know offhand.

There's a virtual trove of figures Hasbro can make. the sad fact is though that villains and females get the short-list in Legends waves. Female villains even more so. It's sad that we can hope for more than one new female villain a year, it shouldn't be that scarce at all.
