The version T-Man were getting here is Boris- the original one. The Soviets used steroids and their version of the Super Soldier Serum on him and made him like 10' tall. He's so big that he's in a lot of pain- so they made his armor.
In Brubaker's run of Captain America, Bucky fights Boris in a Russian prison and he's still this giant...
Here's a scale comparison with Iron Man having to literally crawl up the guy to punch him in the face-

The more modern version Titanium Man is not Boris- that was a armor created by the Gremlin but Tony killed him to death and the Russian government recovered that armor's remains and made a new suit for some nameless operative to use.
