Not everyone. Both Funko AND Super 7 have done several Reaction lines that were just 2 or 3 figures or a single wave instead of the entire main cast from a movie/TV series (ie. Teen Wolf, Red Dawn, and They Live during the Super 7 era, and Funko's Goonies, Firefly, Buffy, Star Trek TOS, etc. etc.) But yeah with TNG they should EASILY be able to cover the entire crew and main supporting characters in 3-4 waves if it sells well enough. I'm just glad it's Super 7 doing this instead of Funko. Star Trek TNG was originally on the huge list of licenses Funko was going to tackle with Reaction, many of which never happened, but I bet if they had got around to doing TNG it would have ended up being just 2 waves of an incomplete crew just like their Star Trek TOS line.
