In my experience it varies wildly from figure to figure and store to store. The Black Series exclusives in particular seem to be randomly thrown about. I found the Inferno Squad figure easily at both of my stores, but then Wolffe only ever showed up at one store while Fox only showed up at the other, then the jumptrooper was very easy to find at both, but then Jedi Revan never showed up at either and then I just haven't been checking in since the pandemic hit hard. Honestly I'd say just go online through Gamestop's website if you really want it.
