A massive 1-time use mold that would be $150+ and they felt might not sell enough to warrant producing can't really be compared to a $30 figure where those parts will 100% be reused on different figures in the future.

The movie did not do as well as expected, but it was nowhere near a disaster. It doubled its budget depending on what reports you read -and that was just in theaters, not home movie sales or merchandising.

And if NECA could make a Pacific Rim Otachi for $80 and then reuse 70% of the parts for a version with folded wings I struggle to reconcile that they couldn't have done something similar with Ghidorah, the main villain of King of the Monsters.

And, as these American Werewolf in London figures exemplify, NECA is quite good at doing exactly that kind of thing.
