Ah, makes sense. Yes, it is a table-top game, and also has a lot of PC games that spun from it (the Dawn of War series, for example).
For the table-top, you would buy the figures that you will have to assemble, and then paint. At some point, they will look like these figures, and then you will pick a colour scheme to match the rest of the army you would have. The whole painting aspect is big part of the series, and even the PC games have an extensive editor that allows you to paint your army.

My favorite faction is Eldar, though they tend to get little love in-terms of PC games and articulated figures from other companies like this one.
