As for "hooded" Cobra Commander, they likely went with the face plate look because he had that look for most of the show if not most of G.I.Joe's media existence outside of Marvel. In fact I'm having a hard time remembering if he even sported the hood look in the old cartoon past the first season, most episodes I can remember he's always wearing the helmet and face plate. So I think it makes sense for Super7 to make that one first since it's far more Sunbow iconic.

He did use the hood a lot past S1. Primarily when he was hanging out at the base. As one point (years ago) I seem to remember John Warden mentioning the hood was an issue due to the stigmas associated with it (KKK?). That was one of the points of the hood and why Hama wrote it into plots. I guess it's the same reason we don't see Marvel using Nazi symbols with Hydra anymore. Terrible optics in spite of the historical facts.
