I was thinking about that last year, and my belief from the outside is that it was Fortnite that did it. They found themselves with a license they probably got relatively cheaply that just EXPLODED in popularity, something with a boatload of characters and the demand to have them all snapped up, giving them a chance to get an extremely efficient production pipeline going, both inside the company and with their external vendors

That got the ball rolling in a major way, and they took great advantage of it. I also wouldn't be surprised if Mattel's bungling led to a temporary devaluation of the DC license at the best possible time for Todd
