Well heck, For being the Lord of the underworld, he isn't that tough if street fighter level heroes such as Spidey, DD, Punisher, Wolvy & Black Panther have beaten him. The list wasn't all people who've beaten Mephisto, it was just examples of those he's interacted with. Dr Doom and Dr Strange working together were totally incapable of harming him in a straight fight, he meanwhile was just toying with them (granted he had a significant home turf advantage). Now Mephisto doesn't always "win" but that's because he doesn't typically engage heroes directly to beat them as that would be too easy and defeat his own purposes. His objective is to claim their souls or at the very least make them suffer in some way since it's a game to him but as in most games there are rules he abides by and these rules often allow the heroes to get away intact.
