That would be my guess. We saw leaked packaged shots several months ago (maybe a year ago?) and the movie was originally supposed to be released November 2020. So the figures should be ready.

Shang Chi and the first Disney+ wave seemed to hit TN pretty quickly this past Spring. And IIRC, the first two D+ shows were supposed to be released last year while Shang Chi was supposed to be released early 2021.
