Officer has a new head and some new gear but does appear to be a reuse body. Neither are supposed to be exclusive. Pre-orders open at 8 ET for non-Premium members. Supposed to be on the online retailers as well so far as I know.

Edit:
Cross-comparing photos, it looks like the upper torso, head and (maybe) lower arms are new. The tactical harness is new per Emily on the stream. Unsure about the weapons.

Only the Officer was put up for pre-order with a 1 per customer limit.
