Hazmat Batman was supposed to be officially available in early November 2021, but I think the only retailer that had him in stock was GameStop in December 2021. Target and Walmart stores started getting Hazmat Batman in late January, and Target stores are now carrying their Gold Label Exclusive with light-up chest symbol.
The Gold Label version is available online as well, but the online allotment is usually sold out.

There are two versions of Hazmat Batman. The regular, retail-wide version does not have batteries in the oxygen tank or an LED bulb inside the chest; the MSRP is $20. The Gold Label version is a Target Exclusive in the United States and has an MSRP of $23. You can press the oxygen tank against the back to activate a chest lamp. If you're giving this figure to a child, I suggest getting the regular version because the light may be dangerous to the child's eyes. The paint apps for both versions are different, too.
In the plastic tray, there's one main plastic tie around Batman's torso. The figure stands around 7.2-inches tall (to the top of the head, not the Batears).
Aside from the information card and a base stand, there are no other accessories. The Gold Label version includes an instruction sheet hidden underneath the cardboard tray. Before buying this version, I was hoping that it would be possible to change the batteries if they died; to my relief, it is.
This figure has several rubber pieces, such as the tubes, shoulder pads, knee pads, and boots. The boots can be rotated 360 degrees, though I recommend not doing that often to avoid warping them. Articulation is decent but also hampered by the shoulder pads (they're fairly hard and solid compared to the ones on Arkham Knight Batman) and the tubes. The lower torso can turn 360 degrees. Unfortunately, the arms are sort of stuck in the half-way flapping position like so many others in the line. (Also, I wish the legs could be pushed closer together when Batman's standing upright.)
With regards to the light-up feature, the button is the very top nub facing Batman's back on the oxygen tank. Gently press the oxygen tank against Batman to turn the light on and off. The picture I used at the top of this thread was taken with room lights off and camera flash on. The pictures later in this thread were taken with the room lights on and then off.
The right hand is a fist. The left hand does not have a trigger finger, though it appears to be wide enough to hold some accessories, such as the Detective Comics 1000 Batman's grapnel.
Areas of concern:
-- The chest light is actually quite bright, so be careful not to shine it in anyone's eyes.
-- On my copy, the chest piece was scratched right out of the box.
