that you might be able to selectively cut off some locks of her hair in order to make it fit. You would just need to cut from the inside of the hair to hide the cuts (hopefully). It's blonde hair so it will be harder to hide cuts and match the paint color.
If that's more trouble than it's worth, then you might try the DC Collectibles New 52 Supergirl or Powergirl. They're both older figures so they'll be harder to find and possibly more expensive. But I've seen some of your posts where you mention finding older DCC figures at stores for cheap. Maybe you'll get lucky and find one of them.
I see many of those for MSRP at a local comics shop, but they're not really "cheap" if I just want the heads, lol. I could never justify DCC's action figure prices to myself since the plastic was so flimsy. It felt like I was going to break a peg every time I tried to use swap out parts.
I will try looking for the New 52 Supergirl, though, that one might work. Melissa Benoist didn't cut her hair short ala Power Girl during the show's run.
