The masked version was a Target Exclusive that's officially sold out. However, McFarlane Toys and Target will be selling a box set of the entire Batman Beyond BAF wave.

The unmasked version is still widely available and frequently goes on sale for less than $15.

Masked/helmeted Shriek was originally released as part of a Target Exclusive Jokerbot Build-a-Figure (BAF) wave. (These figures were based on designs from a comic book series, not the TV show.) He came with one "sonic wave" accessory. The later retail-wide Unmasked version came with two "sonic wave" accessories. I prefer the Unmasked version's "sonic waves" because they're circles rather than an odd shape.
The Masked version comes in the wider box that's used for figures with BAF pieces. In their plastic trays, the figures have one main plastic tie around their mid torso. The figures, accessories, and Jokerbot parts have several thinner plastic ties as well, which is rather annoying. You also get information cards and base stands.
The figures are about 7.25-inches tall, though the Unmasked version is slightly taller than the Masked one. That's because the head is bigger all around. This has happened with other Masked/Unmasked versions from McFarlane Toys. While hair is soft and can be compressed inside a mask or helmet, Shriek, New 52 Jason Todd, Flashpoint Thomas Wayne, and Batwoman Beyond Elainna Grayson all look like their heads wouldn't fit inside their masks/helmets. The Batman Beyond animated series had a helmet that was rounder/wider. The unmasked head sculpt is very good, second only to the Elainna Grayson.
The heads have a large degree of movement without having odd gaps in the sculpting. The arms have a surprising amount of articulation as well despite the shoulder pads and chunky hands. Indeed, the arms are sculpted very well, with the "wrists" cuts integrated into the suit design. The heads, upper torsos, and lower torsos can all rotate 360 degrees. The leg splits are pretty decent, helped in large part by the use of a soft diaper.
This is a very sturdy action figure with a surprising amount of articulation despite the "chunkiness" of some pieces. If you can get the Unmasked version for less than $10 like I did, you're getting quite a bargain!
Areas of concern:
-- The helmet is too small, not just in comparison to the unmasked head but also compared in proportion to the body. However, this is a common problem across all visual media. (Even in the live-action movies, Iron Man's helmet is too narrow for Robert Downey Jr.'s head shape.)
-- You may need to use warm water to soften and re-shape some of the body parts of the unmasked version due to how it's posed in the package.
