No, actually they're not.

For one thing, a lot of older anime was animated on film and as long as the studio owns the original film prints, they can be remastered to even 16K at this point. The Big O's first season and Record of Lodoss War were animated on film, while The Big O's second season was animated in HD. Thus, the difference between their DVD releases and Blu-Rays is astronomical. The Big O looks incredible on BD.

Secondly, DVD had a lot of compression issues. The more episodes you put onto a disc the higher the compression. DVD was actually a very ugly format in the grand scheme of things, but it was definitely a step up from VHS. That's why Discotek has been releasing everything not in HD on SDBD. They can fit a full series on one to two discs depending on its length and it doesn't have any of the compression due to the higher quality discs.
