Depends what tools you have to work with.
My preferred method if I can swing it, is to use a drill bit slightly smaller than the neck ball and drill a cavity slightly shallower than the estimated depth needed to fit (if the head does not already have a hole for the neck joint). If there is already a hole and it's smaller than needed, then I use a drill bit of appropriate size to widen the hole.
If the plastic has enough give/soft enough to work it down onto the ball joint, then I do so to get an idea of whether I've dug down enough. If it's too shallow, then drill out a little more at a time and refit as you go. You can always cut away more but once you go too much, then the pooch is screwed.
Once you feel you have enough depth, then you work outward. I use one of the dremel cutting bits with a round head for this part. You'll need to take care to keep the bit down far enough that you're cutting out where the ball will fit into once the head is on and that you don't cut so shallow that you widen the main hole at the base of the head. This will also take some care so that you don't cut out too far, making the recess larger than the neck ball. You're working depth and width here so it's more tedious than just drilling the main part.
If the plastic is soft enough and neck is sturdy enough, sometimes I just skip the second part entirely, just fit on the head and call it a day. If you don't have a dremel/rotary tool, another option is a had drill. It works fine for drilling the initial hole but not so much for the cutting tool outward.
If you really want to go crazy with it, you could take a legends neck and fit it that way so it could look up to simulate flying.
I'm sure there are a lot of methods people use. Different folks for different strokes. I'm always down for simpler ways of doing things if anyone has pointers.
