Have you noticed the retooled tweaks to the fig's upper body (head design, pigmentation, collar, shoulder pads, corrugated ab section, "A" font on belt, the belt itself, and gauntlets) that reflect exactly the Simonson design?

I don't foresee Hasbro having any qualms about reissuing anything, especially given that this will be the third Apocalypse, but you are entitled to your opinion. We'll see if Hasbro holds true to form regarding their penchant for reuse, especially given the number of collectors saying they'd grab this reveal if the colors were tweaked.

The first ToyBiz figure does represent that early X-Factor era Apocalypse very well, he didn't quite beef up in size and stature until the Jim Lee era got a hold of him (which is represented well by the second ToyBiz figure and literally every Apocalypse figure since).

But unlike say Sabretooth, I don't see them ever making a skinny 1st appearance mold for Apocalypse, but instead maybe sometime repainting this one comic blue inaccuracies and all. If even that, most BAFs and larger figures usually get two runs at best and Apocalypse is technically already on version 3.0 now.
