He also has contract limitations set by places like DC/WB when it comes to DC releases. Every wave must have at least one Batman figure and he can't include trigger weapons of any kind with anything. He can get around the trigger weapons by releasing weapons packs that contain items specifically made for certain characters. His Spawn weapons pack just got released and it has the two hand guns that were supposed to be included with Red Hood and it has 2 more handguns meant for one of the jokers. The rest are assorted weapons most likely meant to be paired with a specific figure in DC and/or other lines with that limitation. At the end of the day, it's his company but he can't necessarily do whatever he wants when it comes to a lot of the decisions made and those so-called 1990s quirks he has also must be selling because if they didn't he wouldn't continue to do them.
Well there was at least one occasion where he just didn't pay his employees because he spent all the money he needed for overhead on autographed baseballs and such, so he's not always the best businessman around.
But to be fair, you are correct that this is a licensor/licensee situation, and if DC isn't going to push for him to make more Batmen instead of certain characters including more women, there isn't much he can do about it.
