There should be some new bits. The head already looks new and perhaps the cape too. The gauntlets and shin armor should also be different since those were tweaked between games.

It could be Mr Freeze. Not every BAF in this line has been that big, Dark Father and Future's End Joker were reasonably tame in size. Also Grundy and Clayface were positively gigantic in Arkham City, they'd have to shrink them down to fit in the existing boxes (to be honest I'd prefer this for Grundy since he was too big for my liking). Megafigs would probably be the better route for those two.
