I'd say most likely a face off dum dum dugan or nick furry body or a different base figure of your choice

Cruise around marvelousnews database of figures for other parts you may want like gloved hands and boots. Keep in mind that anything is possible with a dremmel and apoxy sculpt but the more the part resembles the figure, the less work has to be done.
