The videos I watched on YT for painting blonde hair suggested starting with a brown base coat for unpainted miniatures or adding a brown wash to already painted hair. Plus, the actress is a brunette and some of her natural color shows through, especially where her hair is parted on top. Adding highlights after the wash will be the tricky part, if you want to do that. Of all the videos I watched on painting miniatures as well as canvas paintings, the only consistent thing I came away with for highlights in blonde hair is "off-white". Looking at Vallejo Model Color paints on Hobby Lobby, the simplest solution might be Ivory.

She also has some moles on the left side of her face that the figure is missing.
