Because up until now with them showing the 91 Godzilla they've only had the the license to the current Monarch Monsterverse. They've only made the main Kaijus. The Skull Crawler (Main antagonists of KONG Skull Island) and Muto (Main antagonists, of two, of 1st Godzilla movie) haven't been released.

I meant Hiya as a company has a bent towards obscure characters -not that they have done obscure Godzilla Kaiju.
Although Bandai has had a long time to do a MUTO and the Skull Devil -but I suspect they consider them obscure.

I mean characters like:
