They could just give Shocker a new head with actual eyes this time. A new Lizard and new Deluxe figures of Kingpin and Alistair Smythe in his hoverchair would be nice too, however unlikely, and I'd love a Herbert Landon since Hasbro loves business suit figures nowadays. I would also love re-releases of Spider-Man and Venom, since previous figures for them were sold as exclusives. I also want Green Goblin redone, as the gloves, belt and boots are wrong and the Glider is the wrong shape, but we'd likely get re-releases for villains like Scorpion in a trench coat and removable hat and Doctor Octopus in a trench coat before we get a redone Green Goblin (not that I'd be against trench coat figures for those two). For civilian figures, I'd love to see figures for Harry Osborn and Joe "Robbie" Robertson made. J. Jonah Jameson, Dr. Curt Connors, Eddie Brock, Flash Thompson and Debra Whitman would be fun too.

P.S. I doubt Hasbro would wrap up their "Spider-Man: The Animated Series" Retro wave anytime soon, given how well it sells. The old Toy Biz animated series waves went on a few years after the show ended, so I can see Hasbro keeping it around for a few more years. There are still plenty of A-list enemies, Spider-Man costumes, guest heroes, civilians, lesser-known villains and alternate costumes for existing characters left to make to keep the line going. I'm hopeful we'll at least get Retro figures for Chameleon, Vulture, Doc Ock (in the green-and-orange suit or Armani suit) with bendable tentacles, Beetle, Boomerang, first appearance Mary Jane Watson, Calypso, Speed Demon, Venom, Kaine, Stunner, Octo-Spidey, Lady Octopus and Scorpia before the line ends.
Hard disagree with you on a lot of these mainly because they'd be re-releases of figures from the past couple of years with slight deco changes. The show is 30 years old and despite being on Disney Plus, it's not gaining legions of new fans. I think what we've been given is close enough that most people will need to look up photos from the series to spot the differences. The only retro carded figure that I think needs to be redone is Mysterio since it's his suit from the comics and not the cartoon. Hobgoblin is one that I would like them to redo but I would understand it if they said no. Scorpion and Ock in trench coats is really something for die hards only. As for the civilian characters, it's the same old topic of civilian characters not selling well enough on their own. I think we'll get a couple more in the VHS packs but not in the retro carded line. I'd like Harry and Robbie since they were bigger parts of Peter's life.

Tombstone, Spot, Alistair Smythe in his hover chair, and Herbert Landon are the only characters you listed that would be new. I had also listed Vulture, Chameleon, and Spider-Carnage. Beyond them, most of the villains were one offs and fairly forgettable. I definitely agree with you about Venom and Spider-Man needing proper releases. I honestly thought a Venom without cel-shading would have been released already. Maybe they'll release a "Movie Star Spider-Man" from the finale on a retro card.

Re-reading Dan's comment, I think the VHS 2 packs are definitely ending. Most of the X-Men and Spider-Man VHS releases didn't sell that well. But I still think the retro carded Spider-Man line will end in either 2024 or 2025. The last comic retro wave didn't sell very well. A couple of weeks ago, I was in a Walmart that had the back end of an aisle completely filled with those figures. And a lot of Targets had full pegs of that same wave up till the Thanksgiving/Black Friday reset. On top of that, they've done most of the major characters from the show. Even looking at the toy line from the show, most of those figures have been made. Raving Toy Maniac has 22 waves listed for the original 5" figure line but only the first 8 were based on the Animated Series. The following 12 waves were about play gimmicks like Web Splashers or Sneak Attack.

I believe Dr. Kain made the comment a while back that Hasbro has only been releasing retro cards for Spider-Man lately, meaning we haven't been getting any BAFs with these waves. And that's pretty accurate. I think it would be good to change things up a bit and focus on another period in the comics for Spider-Man. I honestly don't know what's happening in Amazing Spider-Man right now, except that everyone hates it. But Hasbro has barely touched the 1610 Ultimate universe. We only received a handful of Ultimate Spider-Man figures from 2014-2016. It would be good to revisit some of those designs. And in another year or so, I would imagine that Hasbro will want to make figures from the new Ultimate Spider-Man series.
