Yes, yes he can. Peter did it in the original comics, so why not? People seem to forget that Peter Parker is also a genius. Maybe not quite on the level of Reed Richards, Bruce Banner, Victor Von Doom, Hank Pym or Tony Stark, but he's damn close.

In Ultimate Spider-Man, his father invented the adhesive compound and Peter designed and built the actual shooters. Maybe this film will go with the Ultimate version.
