It's "Dirtbag Cal," a semi-meme born from Survivor's cosmetic customization options. The figure does include a much more standard Cal head (default with some scars) and the body is just default but with the smuggler's vest so it can be used as a normal version too but this is a funny bonus.

Either way I'm happy to be getting more figures from these games, hopefully Greez is on the way.
