Skull head and Bionic Leg Toy

Please help me identify this toy. I spent a day online trying to put in key words to match this guy but nothing. I bought him with He Man lot but i dont think he is heman. There are no printing on him whatsoever. The legs are attached with what looks like string. His mid section elongates as well.

This is Tuskus from the Infaceables/Beastioids line from Galoob.
