Licensing I'm guessing? Probably cheaper without it.

While Skullomania originated in the Street Fighter EX series, he and the other original characters created for the games are owned by the series' main developer Arika and not Capcom. I'm guessing Storm would have to pay or ask Arika & Capcom to use both the Fighting Layer and SFEX licenses on the packaging.

It would have been neat if a removable belt or alternate head with the "S" on it were included, but no biggie. This will probably be a very popular release. Skullomania was recently voted 16th out of 109 on Capcom's SF 30th Anniv. Character Poll in 2017. I'd love to see Storm release a Garuda (47th). I think Doctrine Dark (56th) would be the third most likely to get a figure based on the popularity poll, he has a cool design, and an interesting backstory.

So is it like a co-ownership type of deal? Cause I know he's shown in some of the Capcom art of books as if he is just another Capcom character. And those books dont typically show any of the characters from other companies like Marvel & SNK...other than like 2 pieces with Mai and SNK is given a special thanks credit. No such acknowledgment for Arika, though.
Well, anyway,thanks for the info.

Sorry it's a little murky, long post below but TLDR: Due to how Street Fighter EX was created only Arika would be needed as they outright own the original characters and Fighting EX Layer franchise. To license the Street Fighter EX Logo Capcom would also be needed.

So here's a Polygon article with Arika's President, and namesake in reverse, Akira Nishitani that covers the original deal they made with Capcom.

The gist of it is Akira Nishitani was an influential designer at Capcom, (SFII & Final Fight), that left to form Arika with other Capcom employees in 1995. Their first game was working with Capcom on Street Fighter EX. Due to their prior employment at Capcom they were given the rights to any original characters they created while developing the series.

Capcom owns any of the work produced during that period related to their Street Fighter Universe. They now recognize the characters and their stories in the SFEX series as official cannon in the Street Fighter Universe, but nothing Arika does with the characters outside of it. Even now it's a grey area as to what's mainline cannon or exists as a side story or expanded universe.

I've heard rumors the two companies had a falling out, but can't confirm that. Supposedly that was the issue with the characters not existing in the main universe or acknowledged until SFV as alternate costumes and a few characters are mentioned in Zangief's story (Darun Mister & Pullum). Even now in SF6 the SFEX games aren't listed in the Beat Square area of World Tour Mode with the other Capcom games.

Oddly enough there's actually a female Skullomania in the SNK Heroines Tag Team Frenzy game as Arika traded for Terry Bogard in their Fighting EX Layer game. I might or might not be a fan of the SFEX series, LOL. I think they're fun to play and have some good music and character art.

Some reveals out of Anime Pro Festival in Japan.

Virtua Fighter 5: Ultimate Showdown Jacky.

Gatchaman Jun the Swan.

Space Adventure Cobra.

Karas.

KOF 2002 Ultimate Match Yashiro, Ralf and Nameless.

And it looks like in addition to Street Fighter they’ll also be dipping their toes into Final Fight.

That Cobra is literal perfection. Never got the figma one, but this seems to trump it on all fronts. As long as the diaper is decently engineered, we have a winner here.

Hopefully they make Lady to go with him at least.

LOL? 1/12 scale! For realsies this time! Pinky promise!

F off Storm. You had your chance. You were the chosen one, doing all the retro properties. You blew it with dragging your feet and endless recolors and puzzling engineering and random qc issues.

Now Jada's put a fire to your ass, you're suddenly serious again. Just screw off to your 1/10 or whatever scale that's popular in China. It's fine. You have your market and fans. You'll survive.

I'm pretty excited by the news myself. I like what Jada was doing but, they didnt really scale with my collection and I didn't think they looked THAT good that I would want to start over completely. These Storm figures, I would be willing to do that.

Yeah, I'm in the same boat. I cancelled most of my SF2Ultra figures and sold off most of them and the MK figures after they started doing everything else BUT the figures they announced 4 or 5 years ago (Mileena and Kitana for instance). The price hikes didn't help either. $60 was about the most these should sell for. $79-$120 is ridiculous... Kept Ultra Ken and Ryu though. Have them fighting Mondo's 1/6 scale Doomguy. LOL
