I was wanting to do a custom custom "tank top" Tony Stark like in the pics below, but can't think of any figures. Is there GI Joes that would work? Either white or black tops work.

Joe Colton from the G.I.Joe Retaliation line would probably be your best bet as a base figure. You'd have to either redo his arms and/or repaint him slightly, since Joe's not wearing a wifebeater and he's got those green suspenders.

There might be some older Joes that could work better, but nothing springs to mind at the moment.

Another from the GI Joe line, except this one comes from the Rise of Cobra. Breaker's head would be good, less to none modification needed on his head and you'll either modify his body or just get a Joe/MU that has a tank top and pop the head on. Thanks for the help on my post btw.

Cheers! Hope this helps.

Thanks guys. I already have the head, just need the body. And with Colton you also have the camo pants, so that would be a lot of work. But it would be an excuse to get a Colton head.

I looked a bit, there was also Retaliation Roadblock but he is a bit too muscular.

One that might work is the Logan from the Origins line. It might be the closest.

What pants would you recommend, since Joe has camo ones?

Also what figure would work for a black jumpsuit like Tony wears under the armor?

Shadow Tracker from GIJoe POC has a tank top as well as pants not tucked into boots. It's skin color is a little darker but if you're okay with painting it that would be my best idea.

Very good idea, not too muscular either. I could even swap arms from one of the many other figures. Thanks!

Also he is very expensive on eBay. Very. Expensive. $25 expensive.

Hard to say without dealing with overly-muscular legs and/or skin-tight jeans. Try the Bruce Banner figure from Incredible Hulk. Not sure what he goes for on the secondary market, though.

Modern Havok from MU would probably be a good base. You might have to do some paint work to get the look right.

You mean Banner from the 2003 transforming chamber?

How hard would it be to smooth out the suspenders?

I was thinking of that one, but it would need new pants and the articulation is bad on that one. I may still consider it. Thanks for the reply!
