Will not allow me to upload pics

Every time i try to upload a picture it tells me "a security token is not in place" and then "contact administrator". But when i follow the link to the administrator i get no where. Can somebody help me out and let me know what im doing wrong please. -Thank you!

I didnt realize they had to be a certain size
