Maybe, but the suit was almost totally different.

Seriously, that face is horrible, but what do you expect from 12 year old Chinese boys working for 50 cents per 18 hour day?

In fact, that face makes those GI Joe movie toy faces look godly now. Honestly though, I just don't get why companies insist on making toys with actual actor faces. They NEVER look right and NEVER will. Just look at the faces on the Star Wars Black series or Game of Thrones toys. OH MY DEAR GOD!!!
NECA does a really great job on the faces, just look at their Dutch from Predator, Rocky or Rambo, the marines from Aliens, etc. I think it's maybe that these larger toy companies (Hasbro, Mattel, etc.) feel they can afford to not do a great head sculpt and save on likeness rights because, to be honest, the main audience is kids who probably don't care about how accurate it looks. Though that doesn't explain why Funko's GoT figures look meh, while NECA's look comparatively like small Hot Toys figures, likeness rights is all I can guess.

I just gotta say 2 things.

1. That's not the Penguin. That's Oswald Cobblepot, mayoral candidate. And don't you forget it!

2. The figure is actually too big. His eyes should be below Batman's pectoral level. Mr. Cobblepot is only 5 feet tall in real life.

You are right, he probably should be a bit smaller to work accurately with that Bats. If they did that, but added in some Penguin drones, would have been perfect.

Yeah, you're right. If you open the closeup pics in a new tab you can definitely see that the eyes were painted much lower than they should have been.

Sucks for those of us looking to keep it MOC, but at least there's hope for people who know how to paint.

Damn, the Penguin looks like the best one of the wave by far. That's what I was hoping for. Hmmm. Might have to buy the Batman just to go with the Penguin figure.

i think the penguin is part of the revision case... guessing like wave 2.5 (like deadshot in wave 1)

because i found a fresh case when i sighted them the first time and there was no penguins to be found......and the AC mr freeze rerelease seemed to replace it initially

Penguin is way too big, but the paint and sculpt are pretty good.

Honestly, I don't think the sculpt is the problem with the Keaton likeness. It's actually not bad if a tad soft looking here and there. No, it's the paint that's letting it down. His right eye is nowhere NEAR where it should be. It's too far out making the spacing look BAD. Hit left eye seems okay but they gotta get those eyes on target because it looks terrible. The masked version though I love. I got one as soon as I could find it and it's great! SO glad they made him taller than that Arkham figure. That one was just embarrassing.

I hope Catwoman follows the evolution of the Penguin figure. They looked amazing on reveal at NYCC 2013, but then both their faces and paint looked horrible at Toy Fair 2014.

Penguin seems to have turned out fine. Going to have to get Penguin and masked Batman on sight.

Definitely looks decent in person, I saw it today, just no way in hell I was going to pay $15 for it at TRU, especially when this was a figure that wouldn't have looked too out of place back in 1992 on toy shelves(the visible pin joints make this toy look kind of dated).
