No idea but the head looks more like a bear than a mouse Also it looks like it partially transforms or the parts separate to be used for something else..which would account for the middle section and the gun being placed where it is. And if it doesn't, that's a very, very odd robot design in that case.

It doesn't appear to transform into anything. Someone on another ID site said it could be a knock off of a character from Samurai Pizza Cats called Seymour Cheese...

Any makers marks on it? If not or only says China then likely a knock off which looks likely based on colouring. Also if it has visible screws showing on back then likely bootleg as well.

It says:
PAT.P 1996 MADE IN CHINA and what appears to be a mouse of teddy bear head logo is stamped on his shoulder.
I believe from another ID site that it is the Leader Shine logo...
