I for some reason have been trying to remember the name of a certain action figure line from the late 80s or early 90s. As a child it was a cool action figure in the commercials, but not sure if it had a cartoon? Anyways all I recall is the commercial which went like this:

Kid is playing with this action figure, a GI Joe type, but the catch is they either fit into a bio mechanical like diving suit, or it is like attached to the figures back and flips over the figure, I think ya the earlier one? Then the zip around under water to battle evil.

I hate that's all I remember, I have searched the net on and off for a few years hoping to randomly come across the answer but no luck, so I found my way here hoping someone can help me.
