But I am still convinced that the character of Phantasm is some kind of basis for the character Hush. Hush is one of my favorite Batman stories ever. But if you think about it the Hush/ Tommy Elliot character mirrors Phantasm/ Andrea Beaumont in a lot of ways. Both knew Bruce in his youth, both come back into Bruce's life as adults, both end up being Villains in the end that try to hurt Bruce, and both know that he is Batman. One of these days I want to ask Jeph Loeb and Jim Lee about it.
I just feel like they'd mess Phantasm up if they tried bringing her into to comics, I mean look at how awful Harley Quinn has become in the comics. What was once a fairly entertaining sidekick for the Joker who had some neat sympathy points and even initially kept those traits for a good while has been turned into the pretty disgraceful harlot of the New-52. Phantasm should stay one of those untouched treasures of yesteryear.

I think it may be possible that Hush draws some influence from the Phantasm but I don't think that he was for sure made to be a parallel. Elliot and Bruce were like buddies since childhood and had their split while they were still kids, Andrea didn't meet Bruce until both were adults and their relationship was romantically involved so there is a big difference in what both characters meant to Bruce when they knew him. Mainly though when Andrea became the Phantasm it was never her intention to hurt Bruce but rather to get revenge on the mob, Thomas on the other hand was strictly trying to get the Bat/Bruce. Lastly Hush had to be told who Batman was in what is in my opinion a very lame twist (I just really don't like the Riddler) while Andrea deduced his identity on her own (though he sort of let it slip). Like I said there are definitely some similar traits but I don't know how much I'd say that Hush was meant to be adapted from or based on the Phantasm.

The Phantasm is loosely based on a (unfortunately) little used villain called the Reaper from Batman: Year Two and Batman: Full Circle. Judson Caspian was the original Reaper and he was kinda Punisher-esque, using leathal force against criminals. He wore a metal skull mask, a cape with a hood and had two gauntlets with giant sickle blades. I guess they haven't brought Phantasm into the comics continuity because she looks so much like the Reaper. Andrea Beaumont/Phantasm is a much more interesting character than the Reaper because of the romantic element of her relationship with Batman, so I would have liked to seen her brought over from the Animated Universe as well.
