Jazz and Dreadwind are the two vehicle-based figures from wave 1 of Power of the Primes and unfortunately end up being the weakest figures of the wave. Jazz technically is a sound figure, but the use of clear plastic for a major point of transformation makes me worry about the durability of the figure. Dreadwind is just a retool of a Combiner Wars wave 1 mold and just feels stale. Of the two I recommend Dreadwind since its partner Blackwing is coming in wave 2.
