I was looking at some old home movies of my 6th birthday (48 now) and I received an action figure that I held up to the camcorder when I unwrapped it. It was called Atomic Man, I believe it had black outfit. The chest was clear and when you turned a little wheel on his back his chest would display electrical sparks. I cannot find any information on this figure, whenever I look it up all I can find is the Mike Power Atomic Man and this is definetly not that. Has anyone ever heard of this guy?

Sounds like that could be Hypnos, who was the arch enemy for Pulsar.

thanks for response I looked up hypnos initially I thought it could be him but once I saw the packaging I realized it wasn't the packaging actually said Atomic Man on it but thank you if you think of anything else let me know

Many Blackstar figures had that feature. More details would be helpful, such as scale. That said, the "laser lights" feature (the late seventies to early eighties was so awesome on the toy and 'toon front!) you refer to was popular back then with a few companies appropriating the concept. You are just a little older than me, but I vaguely remember a toy like that.

...I also thought it was Hypnos.
