Basically, ive come across abunch of old toys burried in my yard by a rather unpleasent previous resident...mist of them i have identified but this kne is completely stumping me.... Any info would be hugely appreciated!

Oh, meant to add: the writing on it isnt real clear in the photo, it says " cèsar, 1990, made in china" hope that helps!
