Mighty Max Look-A-Like 1993 (Fast food toy?)

Hey everyone. I'm new here and I cannot for the life of me figure out what this toy is exactly. It's not officially mighty max but I vaguely remember having it in my youth. I feel like it was a happy meal toy but it has no restaurant logo on it. I've included pics. Please help!
