Unusual batman figure, need help!

Hello All!

I just recently found this figure while I was out this morning, and cannot ID it. I can find plenty of similar figures from the same line and time frame, but they all don't quite match up. My wife thinks it is part of the "green latern" batman line possibly.

it took me a while to find it but the batman in question is from the batman line misson masters 4 battle staff batman
