What is this?
 

I got this in the 70's in Germany when I was a kid. It is imprinted GOEBEL W. Germany on one foot.

He's approximately 10 inches tall. He's made of vinyl or rubber. The outer set of arms move.

Ever seen anything like this anywhere else? I can't find any mention of him on the internet.

i tried doing a google image search for goebel w. germany and all i got were statues.

It's Icho Tolot from the Perry Rhodan toyline based on the eponymous sci-fi series. It looks like yours has been played with quite a lot since the 70's.
