HELP: Unknown 6" Action Figure Prototype
 

New here...been collecting for years.

I recently came across this prototype action figure.

Any help with ID'ing would be great.

I am stumped!

Measures: Approx. 6"
No maker's mark
1/8" Hex holes on bottom of feet
"T" on his hat
Figure has a scarred left eye

Does anyone have any thoughts on who this may be or perhaps from what toyline?
