Hot Heart 1/6 Resident Evil 4 Leon Kennedy

I was hoping that someone would clarify something regarding this "Hot Heart" Leon Kennedy 1/6 figure. I was looking for reviews on it, but the only ones that popped up on YT were branded as Hoy Toy. However, they seem to be the same exact figure. They look the same, same accesories, same packaging, etc. So I was wondering why these figures were listed on Ebay under a different brand, this "Hot Heart" brand, and are priced for $125-135 instead of $500+. They don't seem to be knock offs. Are they factory rejects or something?

Also, if anyone could tell me how well these 12" RE4 Leon Kennedy figures scale with some of the larger Play Arts Kai MGS Snakes that are 10-10.5", I'd certainly appreciate it.
